FAQ – CMN / AMS Requirements

What is AMS?

• AMS stands for Assessment for Mobility Scooter.
• The assessment is conducted by a doctor or Occupational Therapist (OT).

What is CMN?

• CMN stands for Certificate of Medical Need.
• It is issued by the doctor if your AMS assessment is successful.

How do I get a CMN / AMS?

• Follow the official CMN / AMS application guide.

Who is exempted from the medical certificate requirement?

• Check your exemption status through the relevant eligibility criteria.

Does a CMN automatically legalise oversized PMAs?

• No.
• A doctor's certificate must specifically state approval for the larger PMA.

How can I check my CMN / AMS status?

FAQ – Existing Mobility Scooter Users

Can I continue using my MOBOT mobility scooter after 1 June 2026?

• Yes.
• All MOBOT PMAs are LTA-compliant and can continue to be used until the end of 2028.
• Visit a MOBOT outlet for speed reduction and registration requirements to continue using it from 2029.

Are existing MOBOT PMAs still legal?

• Yes.
• All current MOBOT PMAs remain legal and will be registered from 1 June 2026.

Do existing users still need a CMN / AMS?

• Yes, unless they are exempted.
• User eligibility enforcement starts on 1 June 2026.

How do I know if I need a CMN / AMS?

• You need a CMN if:
• You are below 70 years old; and 
• You are not a beneficiary of SMF, ATF, or MOH disability schemes. 

Can MOBOT register my existing mobility scooter?

• No.
• Retailers cannot register customers' existing PMAs.
• Registration for existing mobility scooters will only be conducted by LTA from mid-2027.

Does my mobility scooter need a licence plate?

• Yes.
• Newly sold mobility scooters from 1 June 2026 must be registered and issued with a licence plate.
• Existing mobility scooters only require registration from 2029.
• Full enforcement begins in 2029.

When must existing MOBOT PMAs be registered?

• Existing users generally have until the end of 2028 to complete registration.
• More details will be released by LTA in 2027.

FAQ – Overseas & Non-Compliant PMAs

I have a medical need and require an oversized PMA. What should I do?

• Your Occupational Therapist (OT) must specifically approve the need for a larger PMA in your certificate.
• Approved oversized PMAs may only be operated at a maximum speed of 6 km/h.

Can non-compliant PMAs be registered?

• Generally, no.
• While speed can sometimes be adjusted, the size and design cannot be easily modified to meet compliance requirements.

Can LTA seize or fine me if I own a non-compliant PMA but do not use it?

• Yes.
• Enforcement applies to ownership of illegal PMAs.
• LTA may impound non-compliant PMAs found in your possession.

I bought an illegal PMA and the seller refuses a refund. What can I do?

• MOBOT does not purchase devices directly from consumers.
• You may trade in your illegal PMA with MOBOT to recover part of its value.
• This offer is available until 31 May 2026.
• Otherwise, you may need to dispose of the device or risk enforcement action.

I need a two-seater PMA to transport a loved one. What are my options?

• Consider a legal e-scooter.
• Obtain an AMS assessment.
• Discuss your needs with the patient's doctor.
• Seek advice from your Member of Parliament (MP).

Can MOBOT help check whether my PMA is compliant?

• Yes.
• MOBOT can assist with compliance assessments and upgrade recommendations.

FAQ – Buying Before 1 June 2026

Can I still buy a mobility scooter before 1 June 2026?

• Yes.
• MOBOT mobility scooters can still be legally purchased before the new framework takes full effect.

What if I cannot obtain a CMN / AMS?

• Electric wheelchairs do not require a medical certificate.
• If you fail your first AMS assessment, you may seek reassessment at another clinic.

Why are prices expected to increase?

• Retailers face additional:
• Inspection costs 
• Registration costs 
• Compliance costs 

Is it safer to buy from Singapore retailers now?

• Yes.
• Local retailers are better positioned to support:
• Registration requirements 
• Servicing needs 
• Ongoing compliance obligations
